I believe that a large part of the US army is terrified by the wrath of God
and follow his amendments because of the risk of his punishment. The proof
of God's existence and his actual power in the world is debated to put it
diplomatically.
Major decisions might not be affected to a large degree by this fact, but it
might occasionally move the decisions closer to the memeset put forward in
the Bible.
The actual effect of Rolf's idea is dependent on the "threat" and the
possibility that the simulation might be the existence of the RAI. The
threat in itself is very easy to make and imo very cost-efficient, in the
same way that Christianity might move the US army, whether God exists or
not.
