OK so I have silently patched a few things in ca-ga-ann the cellular
brain evolution regime I wrote. I believe it's better now. The targets
of ANN-wiring genes now roll over at the brain's present size not the
max size of a brain. So they do not wire on unconnected neurons and
end up wiring many different neurons the same distances apart, instead
of connecting the same neurons over and over, which is closer to what
I intended. All of this is game theoretic and hyper trivial. But it
solves the problem, which hopefully I'll make an article soon to show
how to use it to do. OK..

 Linux and Windows versions are both updated but I am working on it at
net cafes and can only test the Windows version so I'd appreciate
confirmation that the Linux ones still build... ok
