It depends on your tools. The .NET framework has a very nice facility for
doing this - you just instantiate a bitmap object, draw on it as if it were
a desktop UI window, and then call a method to get a byte array in whatever
file format you want. It can take a bit of work for a complex image, but it
isn't hard to do.
