You’re acting as if this goal business expressed some important logical
truth about the universe like one of Euclid’s axioms, it does not. All
goals are in a constant state of flux, including the top goal.

No goal is more important than the goal to stay alive but even that is
not a top goal for everyone, at least not all the time. I don’t believe
that thinking of an intelligent as a set of nested goals with a clear
chain of command is very productive.
