For those who do not know, Orion's Arm hints at this, albeit vaguely, in
terms of Sophoncy Levels, ranging from 1 (a country inside a single mind)
to 6+ (minds dispersed over large starfields, using collectives of jupiter
brains and wormholes as conduits). - this is of course fiction but it
remains
the most plausible fiction at "that level" I have seen so far.
