Any decent professor should let you build your own PhD, as long as it is
roughly associated with the adviser's field. Yes, even university professors
(the good ones) have a love of creativity and exploration!

Perhaps the best answer is to find an adviser with a wide range of
interests, including cognitive science, AI, computer science, etc. -- say,
like Marvin Minsky, although I suppose Minsky himself is retired. This
adviser would on the one hand give you the freedom to build your own PhD,
and on the other have the background to guide you through it, even if he's
not expert in all the fields.
