That is an interesting question. It would depend upon the temperament of the AGI engineering team as well as how advanced the field of "Magic-Genie engineering projects ramifications" is at the time of building the AGI. An Oracle AGI would be tyranny in the wrong hands, and it also makes the AGI harder to build. In the right hands an Oracle would solve much of the problem of an AGI building stuff it thinks we want but really really don't. If for some reason making the world a better place involves "cleanly" attaining immediate military hedgemony, that would be harder with an Oracle handicap.
