Technically, it requires scientists, not specifically *mad* ones.

But it also requires human judgments to be made -- ethical judgments,
and qualitative assessments of risk, for example -- and these are not
entirely scientific matters. They don't require a guru, just someone
(or better, some group) with a lot of wisdom and common sense.
