It is for a complex mixture of technical reasons. The problem is that these
are not clear-cut technical issues, they are issues where intuitive
judgments are required, and where knowledgeable, rational experts disagree.
Thus there is plenty of room for emotional bias to enter into one's
judgments. And in the face of great uncertainty, it's hard to separate
irrational emotional bias from broadly-integrative scientific intuition.
One learns to do so, better and better, but never with complete success.
