Novamente's dynamics are evolutionary in the sense that:
Items (nodes & links & subgraphs) combine w/each other, and are modified
("mutate"), and the chance that an item is selected for one of these
processes is roughly proportional to a measure of "fitness" (the Novamente
"importance" variable)
The difference from GP is that there are a lot of other processes acting on
the same items at the same time as these generally "evolutionary" processes
(logical inference, activation spreading, etc.). This inter-process
dynamical cooperation is intended to lead to useful emergent patterns.
