Referring to:
"I want to write programs and put them on disk, turn the computer off and on and load the program from disk and run it by itself."

Any modern computer can do this. If that computer runs Linux it easy: just open up the source for 'init' and hack away... you have complete access to 100% of the cycles available above the firmware layer of the CPU.
