That's an interesting one. If failure and success are boolean
outcomes, then just the planning is important. What actually
happens is not. Ignoring the possibility of either is !blessed.
(And that's reinforced by (1) also.)

How does SIAI plan for "failure?" "Success" is pretty clear.
